Larry Lynch

Lifetime member of the Sheriff's Association, Retired Sheriff Larry Lynch is a native Wacoan. He went to Waco schools and graduated from Sam Houston State University with a degree in criminal justice. He went on to further his education and is a graduate of the National FBI Academy where he gained advanced hours at the University of Virginia.

His passion and love for law enforcement began in 1953, on the steps of the McLennan County Courthouse where he was sworn in as a junior Deputy Sheriff by Sheriff C.C. Maxey. While Mr. Lynch was in college, he worked at the Huntsville State Prison for the Texas Department of Corrections. After college, he went on to work as an officer of the Dallas Probation Department, supervising and providing guidance for convicted felons. In 1978 he went to work for the McLennan County Sheriff's Office. He worked in the jail, warrants division, and later became the administrator. In 2000, he was elected Sheriff of McLennan County where he served for twelve years.

After retirement from the Sheriff's Office, he became the Director of the Law Enforcement Academy at McLennan Community College. After directing three academies, he became a consultant for ICS Jail Supplies where he currently serves.

Mr. Lynch is married to Frances and has a son, a daughter and two granddaughters.


Mike Starkey

Michael "Mike" Starkey began his corrections/law enforcement career in 1970.  He retired from TDCJ after over 26 years experience.  He recently retired from his position as Jail Captain with the Henderson County Sheriff's Office.  Prior to that, he was the Jail Administrator with the Leon County Sheriff's Office.  His county jail experience spans 15 years.  He holds a Bachelor of Science degree in Criminology/Corrections from Sam Houston State University.  His TCOLE certifications are as follows:  Master Jailer's license, Peace Officer, and Instructor Certification.  He is a Past President and Life Member of the Texas Jail Association.


Dennis Wilson

Business Development Consultant

Dennis Wilson is the retired Sheriff for Limestone County with 48 years in law enforcement... and now he’s an EXCITING NEW MEMBER of the ICS FAMILY adding to our team years of experience in Texas corrections and jails.

But more impressively, Wilson carries a passion for helping others--especially pertaining to mental health needs and mental health reform.

Wilson serves as a member of the Board of Directors on the Heart of Texas Behavior Health Network, an organization dedicated to improving the Behavior Health Care System in Texas by helping to develop new methods of delivery of Behavior Health Care services within the state. He continues to work with the staff at Sam Houston State University/Criminal Management Institute of Texas, the National Institute of Corrections, and other Law Enforcement and Correctional Officer associations, focusing on educational and mental health training.

His expansive resume also includes presidency of the Sheriffs’ Association of Texas and a lifetime membership with the Texas Jail Association. He was appointed in 2013 by Gov. Rick Perry to the Texas Commission on Jail Standards and reappointed by Gov. Greg Abbott to continue his service for an additional seven years. As a previous Commissioner on the Board, Wilson remains an advocate for the RURAL Sheriffs of Texas always looking forward to improve future jail standards and how they will affect local law enforcement

When not hard at work, Wilson is an avid golfer always looking to play a round. He thinks himself a scratch golfer, though Lynch would beg to differ. Lol! Reach out if you’re ready to join him on the links.
